Prison Rape Elimination Act (PREA)
The Oklahoma County Detention Center (OCDC) is committed to providing a safe and healthy environment for all staff and inmates. OCDC has zero tolerance for sexual misconduct of any kind and will impose discipline for said misconduct, up to and including dismissal for staff and serious infractions for inmates who victimize other inmates. Incidents of sexual misconduct will also be referred for investigation to law enforcement when appropriate. OCDC's policies regarding sexual misconduct apply to all inmates as well as employees, contractors, and volunteers.
The Oklahoma County Detention Center has policy 4530.03 Prison Rape Elimination Act (PREA) (PDF) in place to ensure that all allegations of sexual abuse or sexual harassment are referred for criminal or administrative investigation. Take a look at the PREA Annual Report 2014 and 2015.
The OCDC and YWCA have established a method to receive third-party reports of sexual abuse and sexual harassment. The OCDC investigates all allegations of sexual misconduct. If you have information regarding a OCDC inmate who has been the victim of sexual misconduct while under OCDC custody please call the YWCA Sexual Abuse Hotline at 405-943-7273 or the OCDC PREA Manager at 405-713-7313.
You do not have to provide your name, phone number, or address if you choose not to do so. It is important that you provide as many details as possible. This includes:
- The name(s) and locations of persons involved
- The name(s) or description of any witnesses to the incident
- OCDC inmate number
- Brief description of the incident(s)
- Brief description of where the event(s) occurred
- The date(s), time and place of occurrence(s)
- Names and contact information of others who might have additional information about the incident
Inmates may also report by submitting a grievance, handwritten note, telling a trusted staff member, or asking a family member or friend to call the OCDC PREA Manager or the YWCA Sexual Abuse Hotline.

The OCDC will ensure that data collected is securely retained and will make all aggregated sexual abuse data readily available to the public each year.
